Organizational Strategy

Most rural strategic plans fail before implementation begins. They are designed for organizations with dedicated strategy staff, propose more initiatives than capacity can execute, and are disconnected from funding reality. We build strategic plans that rural organizations can actually use.

Why Rural Strategic Plans Fail

Reagan Lynch has identified five structural reasons most rural strategic plans die on the shared drive within months of adoption:

  • They are designed for organizations with dedicated strategy staff, not for lean rural teams
  • They propose more initiatives than existing capacity can execute
  • They are disconnected from funding realities and grant eligibility
  • They do not survive leadership transitions; the plan lives in the departing leader's head
  • They lack built-in accountability mechanisms that work without a strategy coordinator

The Strategic Navigator is designed to solve all five.

$15,000–$30,000 · Three-phase billing · Post-assessment recommended

A full strategic planning engagement built for rural organizations. Three stages produce a final strategic direction statement, operational dashboard, implementation framework, and six months of coaching and accountability support.

Stage 1: Discovery and Foundation

Asset mapping, PESTLE analysis, stakeholder survey, and mission and vision refinement. Produces a Community Asset Directory, Organizational Profile, and Mission/Vision/Values Working Draft.

Stage 2: Strategic Narrowing

Application of narrowing criteria to stress-test assumptions and eliminate non-viable paths. Produces a Strategic Path Options Brief, Narrowing Rationale, and Scenario and Stress Test Summary.

Stage 3: Decision and Dashboard

Board decision facilitation, dashboard finalization, and implementation framework development. Produces the Final Strategic Direction Statement, Decision Rationale, Implementation Framework, and Operational Dashboard.

Implementation Support (Six Months)

Weekly to monthly check-ins, on-demand access to Reagan, and a formal handoff call at the conclusion of the support period. The goal is to transfer the accountability system to your team, not create dependency on continued coaching.

Five pilot slots are available at $15,000, a 50% reduction from the full engagement price for organizations willing to participate in a structured feedback and case study process.

The Strategic Clarity Sprint produces the Strategic Path Options Brief from Stage 2 of the Navigator, filtering your organization's possibilities down to two or three realistic, fundable, and survivable strategic paths. It is designed to give leadership enough clarity to make a confident commitment decision, without requiring the full engagement investment upfront.

Ongoing Strategic Partnership

Contact for pricing · 12-month minimum

Organizations that have completed a Strategic Navigator engagement and need sustained advisory support can continue the relationship through the Strategic Partnership Retainer or Fractional Director Retainer.
